CEBU, Philippines — Department of Public Works and Highways (DPWH) Central Visayas Regional Director Danilo Villa Jr. has urged residents and local governments to practice proper waste management to help prevent flooding.
The appeal came after last week’s flooding in Barangay Casuntingan, Mandaue City, which damaged a government flood control project.
In a press conference Wednesday, Villa said improper waste disposal remains a key factor in clogging drainage systems and waterways, worsening floods in urban areas.
He asked both the public and local government units to strengthen measures for proper garbage disposal and to avoid blocking canals and rivers with trash.
Villa added that DPWH-7 regularly inspects infrastructure projects, including flood control and drainage systems, to ensure they meet safety and construction standards.
He said several factors contributed to the collapse of the riprap in Mandaue, including climate change, rapid urban development, scattered waste, and the outdated design of the concrete wall.
To address the issue, Villa said DPWH-7 is now considering new, higher, and stronger designs for reinforced flood control walls along rivers.
