DILG to Tighten Rules on Government-Funded Travel After SK Thailand Trip Backlash

Manila, Philippines — The Department of the Interior and Local Government (DILG) announced Wednesday a comprehensive review of policies governing government-funded travel for local officials, including Sangguniang Kabataan (SK) members, following public outcry over a controversial trip to Thailand, Interior Secretary Jonvic Remulla said.

The decision comes after SK members from Manila faced criticism for their “capacity development” and “international benchmarking” activities abroad, funded by public SK funds. Social media posts showcasing the trip drew accusations of extravagance, with netizens labeling it a “junket.”

“Government-funded travel must have a clear and legitimate purpose,” Remulla said in a statement. “It’s time to reassess these policies to ensure accountability and proper use of public funds.”

Remulla revealed plans for a DILG memorandum circular to clarify guidelines on travel funding, including specifying permissible funding sources and required clearances. “We need to tighten the rules and ensure transparency,” he added.

Drawing from his tenure as Cavite governor, Remulla questioned the necessity of overseas training programs. “I never approved such trips,” he said. “Capacity-building can be done locally without the need for costly foreign travel.”

He also criticized the SK members’ conduct, noting their social media posts fueled public discontent. “Flaunting their trip online reflects a culture of seeking attention, which sparked this controversy,” Remulla said.

The DILG’s review aims to restore public trust and ensure taxpayer money is used responsibly, Remulla said.
